I wonder if this cutout was made as a gift to the policeman sitting on it perhaps to celebrate a promotion, or maybe even his retirement many years later. Certainly it was made some years ago as the surface of the photo, which is glued to composition board, shows aging and crackling, which is part of what makes it great! 5 3 4" l x 4 1 2" t x 1 4"
